Hey Greg,
Perhaps you should come along to our next bug day (alright, it is held on
IRC).

Take a look at
http://www.nabble.com/Next-Bug-Triage-Day---August-2nd-3rd---what-do-we-want-to-do--td18543421.htmlfor
 a touch more info.

Other areas worth looking at:

Which packages have the most open bug reports:
http://pear.php.net/bugs/stats.php

The 50 newest bugs and feature requests
http://pear.php.net/bugs/search.php?search_for=&boolean=0&limit=50&order_by=id&directi \
on=DESC&cmd=display&status=Open&bug_type=All&php_os=&packagever=&phpver=&assign=&maintain=&author_email=&bug_age=0&bug_updated=0

It's really helpful to interact with the bug submitter early, while the
problem is 'fresh'; because then you can capture more information or maybe
even get some patches :)

There's also packages with Coding Style/Unit test problems:
http://pear.cweiske.de/overview.htm

Overall, since it's very hard to get up and running, you are best making a
little noise on here and asking questions as you get to know the community -
and if you have a particular passion or package you use in your day to day
life, starting there is also a good idea.

Alternatively; irc://irc.efnet.org/#pear is a good bet too.
