My first and last comment to this whole discussion: Forget any own bug system.
Just pick an existing (and most suitable) project there already is out there
and don't waste time in creating yet another one. There's no point in that.
Trac might be good choice. Mantis isn't that bad either. Perhaps choose the one 
that is the easiest to modify / extend to our needs.

And then figure out how to import all old reports to the new system. ;)
