I think that's the above quoted request in bug tracker,
see the patch in 
http://www.pixelated-dreams.com/~davey/PEAR/patches/Text_Wiki_Render_Xhtml_Code.txt
it's still pending,
I would say, it would be possible,
better depending on some rule's configuration,
so the dependence to Text_Highlighter be "actually" "optional".
