be careful with the meaning of a state of a package

A package is stable if the API is stable and the code do its job without 
any problems.
Beta means there may some undiscovered bugs and/or there are some 
features which are not (completly) implemented yet.

Ie. if package A requires a function from a beta package B, and A passes 
all tests, because the required function from B works as aspected, i see 
no problem to mark A as stable.

You should take a look on the PFC discussion in the archives, this 
dependency problem is already covered by the PEAR community as "should 
PFC classes depends on other PFC classes only?"
