Added, thanks.

Note that pcc-libs may be required on some OpenBSD targets since some
helper functions are not available or malfunctioning.

      <pre wrap="">Hi --

This diff allows pcc to make working binaries on OpenBSD/amd64; without
it, attempting to build pcc with pcc errors out early in configure with
a "cannot create executables" error.

With the diff, I can do the gcc builds pcc builds pcc builds other C
code dance successfully on the latest OpenBSD/amd64 snapshot.

Please review and commit as appropriate.
