Hi Ron,
For Server 20003, just click the I Agree on this page:
http://www.microsoft.com/windowsserversystem/wus/betaeulaWin2003.mspx
And for 2000 Server, do the same on this page:

This BETA requires the BITS 2.0 for Server 2003 and Server 2000. I have
not
been able to get it. Anyone have any ideas as to where to find it. The
Microsoft Beta site does not allow you to get it unless your are a
registered Beta tester.
Thanks

Rule of Susan:
Never put anything with the word "beta" in the title on it in a
production setting unless... you are one of the bosses and willing to
a. say the buck stops here and take responsibility
b. update your resume
c. know that you have images/backups
Test this... oh yeah baby... you should be setting up something to
test... but for me... betas are by definition not to be put in
production sytems.
The one exception--- XP sp2 one of the last betas I threw on a couple of
production systems when the download.ject issue was out and there was no
patch. My "heavy surfers" machines got a beta patch in a production
network.
Risk assessment time.....
