Sure there are. Basically everything you need can be accomplished
by means of "ldapsearch", "ldapmodify" command line tools. Such tools
can have support for extended operations of varying extent but 
I digress ;-)

What is your local deployment context ? Depending on situation you can
either use some ready-made wrappers (similar to smbldap-tools package
you mentioned) or you can write them yourself. "ldapscripts" available
from http://contribs.martymac.com might be of interest to you.

One more thing - this has very little to do with pam_ldap ;-)
Perhaps you would like to ask this question/search the archives
of samba support list or ldap interoperability list.
