As it requires another application to be installed, it can't really be part of 
ownCloud itself. The ownCloud app part of this makes it easy to integrate 
LibreOffice Online but you have to have that installed and working first. And it 
is still quite experimental so don't count on being able to use it in any 
serious business use for at least 6 months, if not more.

Unlike the LibreOffice tool, the ownCloud Documents app can be installed with a 
simple click so it will most likely stay around. Different capabilities, 
different use case...
