If the lid was off the hand hole then it would seem that at least one fiber
loop or pull rope had to have been sticking out above ground level, enough
to be caught by the blade.

OSP/Jason G reports that they have found the break in the hand hole where
the lid was missing and a brush hog came by and chopped the fibers in half.
Splicers are onsite pulling slack at this time with a tentative etr of about
6 hrs. Techs report the mower hit the cable about 3 ft into the interduct
destroying the slack that was in the hand hole so techs are having to pull
slack from the line.
