Yesterday, Rogers did confirm a major fiber cut in the Toronto area and
many services are still intermittent as we speak.

This fiber cut may be affecting the core of Rogers' network (York Mills,
Wolfedale and Front), resulting in overall instability. Internet over the
cell network also experience a short outage, though it seems to be working
fine now.
