Update from L3 regarding Dallas:

The IP NOC has responded to a router issue in Dallas, TX that is impacting IP \
services and have confirmed that the router is up and reachable, but is unable to get \
to the routes.  Investigations are currently ongoing to identify the cause if the \
issue.
