Seemingly different issue from what was reported on 8/21... this time
Charter's DNS infrastructure nationwide is completely down.

From here, can't query:
68.116.46.115
71.9.127.107
69.144.127.53

Buzz on Facebook and Twitter seems to confirm that this is very widespread.

All phone numbers I can find for them are busied out as well.
