Right now all decoders are stored on decoders.xml, but during the upgrade this
file is overwritten. To avoid the burden of parsing through this file and doing
multiple diffs to retain any custom changes, I am thinking on adding support
for a 
local decoder file. Something like "local_decoders.xml".

Basically this file would be read after decoders.xml and any duplicated entry
(same name) would be overwritten. Anyone up to the task? :)
