   It depends on how "user-defined" (or implementor-defined?) you want 
the system to be, but GeoMoose  (www.geomoose.org) glues some of the 
best OSGeo projects (OpenLayers, Mapserver, PostGIS) together and 
provides a customizable web mapping application.
