Landon,

  A wiki would be a great start.  There doesn't seem to be
much of a web-presence of a cartographic-techniques (style,
color usage, page layout, plotting, etc) community.  Maybe
that should tell me something...

That is exactly what I am talking about. Maybe this topic
deserves a
little mailing list and a small wiki site. A place to
explore and
discuss using open source graphics design tools to produce
maps in
collaboration with open source mapping tools.

But then again, maybe it doesn't. :]
