This does sound like a bug.  If you have a patch to suggest, we'll
take a look at it, but 1.2.2 is a couple of releases behind right now
(we've already branched for 1.6), so it's hard for me to take the time
to debug it myself.  Have you considered upgrading to a newer version
of Open vSwitch?  I suggest the 1.4 series.
