Thank you for your comment, I found the key word "patch port" in documents.
I tried following command.

$ sudo ovs-vsctl set interface P1 type=patch options:peer=P2
$ sudo ovs-vsctl set interface P2 type=patch options:peer=P1

This is what I wanted to do.
