I was working with version 1.0.1. Just updated to 1.1.0pre2 and the service \
controller setup works.

Any controller set up with a "pssl:" or "ptcp:" target should
automatically be configured as a service controller. You should be able
to set those up with ovs-vsctl in the usual way.
