Probably not.

If routing daemons are in use, there is a chance that the remote host has not 
properly advertised its presence. As google suggested, check the remote's 
routing, connectivity, addressing, et alia.

Verify normal connectivity first; if non-VPN traffic doesn't flow, VPN traffic 
won't flow either.
