U-huh. The previous version of efilter seems to have been
"1438631774", so the property the '!' character exhibits on the
pypi.python.org site's sorting algorithm appears to be

 1! > 1

That is something like the complement of tilde versions (1 > 1~).

Seems like an interesting future addition to rpm for version number
downgrades (without using the dreaded Epoch field ;-)
