The point there is that configure is looking for a package libwnck-1.0
So you actually want to BuildRequire: pkgconfig(libwnck-1.0).
If you offer the package libwcnk-3.0, you will have to adapt the package
to the new library version.
Using pkgconfig() style buildRequires helps you out of the misery to
care about how a package is actually named; renamed -devel packages are
just not a problem anymore.
And in plus, configure always tells you what it's missing, in your case:
*** can not find package libwnck-1.0 >= 2.20.0
