Well, you need
%dir /etc/httpd
%dir /etc/httpd/conf.d
%dir /usr/share/bugzilla/extensions
%dir /usr/share/bugzilla/lib
%dir /usr/share/bugzilla/docs
%dir /usr/share/bugzilla/docs

in the respective packages file lists.
