Every 15 minutes the github repo is synchronized with the working copy on o3.
New needles created on o3 are pushed to the github repo.
I can see quite some needles on o3, e.g.

which are also in the github repo. But I can not find the needle you mentioned
anywhere. Did you maybe create this needle with the interactive mode? That is
currently limited, see https://progress.opensuse.org/issues/18364
