Normally the process is that the tarballs are made available a couple of days 
earlier to KDE packagers, so that they can build the packages and have them 
available for their users directly after release. This process also guarantees 
that the released tarballs are indeed able to build. 

Due to available manpower, this couldn't happen for the openSUSE packages but 
the KDE:Applications devel project was updated yesterday morning and started 
building the packages. This takes time and whether one automates the update 
process or not, this is actually the step that takes the longest time. 

Once build and after release of the new version, the packages are send to 
Tumbleweed. In normal circumstances, Tumbleweed would release a snapshot a 
number of days later and TW users would receive the update.
