Please clarify where the camera is getting its IP address from.

Static, as specified via their Web Interface, or, is it set to get it's 
IP via DHCP?

The setting of "STATIC" as the IP for the PC and LAPTOP has not bearing on:
- if they are also setup as DHCP servers
- if the CAMERA is setup for STATIC or DHCP.
