I installed acpid, and started it
$ sudo systemctl start apcid
confirm:

Hmm. So the keystrokes are seen with acpid running, but it has no effect on
the brightness. So it looks like we need to create hooks or a config for the
events. But where? /etc/acpi/events? This is the first time with any openSuSE
distro I've had to manually connect acpid event with screen brightness. If I
need to create a config somewhere else, please let me know, if not, I'll go look
at the events file. Thanks.
