Only for those users that root authorizes to see them. And of course, only 
explicitly authorized users should be able to apply those updates. The 
current situation where any user without autorization from root can 
install updates is madness.

I don't care.

A pop up that disapears after some time or clicking on it, then a coloured 
icon on the tray.
