 Yes, there is a better way.  The dvb module has an adapter_nr
 parameter you can set for each unique driver.  If you have two
 different cards that use different drivers this is the best approach.
 I use this on my Ubuntu XBMC machine and it works perfectly with the
 minimum of effort.  Just don't set an adaptor number above the maximum
 value of 5 (I think).
