no, that one contains KDE 4.7.4 that was released with openSUSE 12.1.

you'll find 4.8.3 in these two locations:

http://download.opensuse.org/repositories/KDE:/Release:/48/

for the (supposedly) stable version, and

http://download.opensuse.org/repositories/KDE:/Distro:/Factory/

for the 'K:D:F' i.e. KDE-factory version. (this has nothing to do with oS  
factory.)

while K:D:F isn't recommended for daily or serious use, i usually fare  
better with it. YMMV, of course.
