At the edge of giving up I found answer myself.
To map ISO_Level_3_Shift to a different key (in my case "alt" key)
without using xmodmap:
edit /usr/share/X11/xkb/symbols/it and replace all "ralt_switch" with
"alt_switch".
Restart X. Done.
attach kbd section in xorg.conf FYI:
Section "InputDevice"
Driver "kbd"
Identifier "Keyboard[0]"
Option "Protocol" "Standard"
Option "XkbLayout" "it"
Option "XkbModel" "pc105" /* tried macintosh w/o success */
Option "XkbRules" "xfree86"
