Remember that grub can not use the kernel services when booting 
(obviously, as its task is to boot the kernel, and it hasn't been done 
at that time). It has to use the old bios services to do its tasks.

So what it does is have a map file of new names to the names it really 
uses - I think - used for human convenience when configuring it, not for 
real use.

Else, it has to have an entire rigmarole of internal software to figure 
out the labels and such at boot time, independently of the kernel (which 
means that it could have a entire batch of new bugs). I don't know if they 
have done this, yet, or they intend to do it, or not. I'm just guessing 
here.

Understanding grub has always been difficult...
