OpenSSL Request Tracker is up and running. However:

So it might pop-up later once the temporary error condition (450) is
resolved.

Anyway submission of new reports to rt is moderated (by myself) because
of the amount of Spam sent to it (10-20 messages each day, partly caught
by Postfix anti-UCE measures, partly by myself). Please allow for a short
delay caused by the moderation.

PS. If it doesn't pop up (I don't see it pending in opensource.ee.ethz.ch's
"mailq") we'll have to recheck why it was lost. I have seen mails lost
as some strange software called "smtpfeed" didn't understand the difference
between a permanent (5xx) and a temporary (4xx) error condition...
