To answer my own question, I found an even easier way to do this.

Perforce allows you to set a P4CONFIG variable that tells it for a file to search for \
in the cwd and all parent directories.  This file contains Perforce variables.

For example, I unset P4CLIENT and set P4CONFIG=.p4config, and create a file called \
.p4config at the root of each checked out component that says

   P4CLIENT=whatever

Maybe that'll help somebody else out ...
