I had a few questions related to handling of bugs/RFEs

1. If sources under different licenses are merged, who is responsible for ensuring \
                license compatibilities?
- the contributor or the sponsor or the gatekeeper

2. There might be bugs/RFEs requesting that a utility/program be taken from different \
consolidation and made part of the ON (ex: between sfw and ON). There might be many \
such utilities/programs and such issues might need to be addressed at a policy level \
rather than as a random bug/RFE. How do this evolve/happen?

These question are due to a couple of bite-size-bugs that I came across. See example \
below:

#6422494 : VIM should be in WOS and installed as /usr/bin/vim
This is about making vim available in the "core Solaris install" OR "atleast the \
install of developer packages".

vim is currently part of the companion CD and under GPL. As far as my understanding \
goes CDDL and GPL code cannot be mixed (at source level). So making the code mainline \
is ruled out. Probably vim cannot be brought in at packaging level. I am not sure if \
there are licensing issues here as well.

Even if there are no licensing issues, I am not sure if this bug as a specific item \
should be corrected at all. My point is, if vim is better(feature rich) than vi so \
are many gnu utilities in sfw as compared to the default utilities in solaris. \
Someone should look at all of them and decide based on a proper policy which ones to \
integrate and which ones to leave out with valid reasons. Finally decide on a list of \
bugs/RFEs to be raised based on this.
