Well, the way format(1M) and the other tools have been designed is that
they only refuse if there is _really_ something that cannot be fixed
except by hand.  For example, you can't format a currently mounted
filesystem, no matter what.  So there isn't really a need for a '-f'
flag for these utilities.

zpool(1M), being a new utility, is able to be a little more cautious
about what it lets you do by default.
