I think we are in violent agreement - if it isn't expected
to be read, it serves little value - especially for a fasttrack.

In this case, the right level of spec may have been simply:

     "The PHP5 language contains over 5000 different functions,
      broken up into core and extension groupings.   Since this
      case intends to track the PHP community as it evolves the
      language and its extensions, it adds little value to enumerate
      the exact list here.  See <external URL> if you wish to
      peruse such a list, but realize that the list itself, its
      contents and the details of the various items on it are
      out of scope for this review, which is focused entirely
      on how the PHP5 feature is to be integrated into OpenSolaris."
