No, the executable search path is different from the library search path.

From what you've told me, I don't know why you're seeing the build errors. 
I still think you're probably seeing an inconsistency between two different
copies of libtiff, but I don't know where the two copies are, or why it's
happening.  I don't *think* the MATLAB copy is involved, but you can check
by temporarily moving the MATLAB libtiff files and trying the build again.
