That's it Sun.  Thanks for the help.  I hoped it would be something simple.

We also observe that the LSL for .net script engine starts up for 
each of our regions.  But even a simple script i an object to rotate 
it does not work, give its initial setup message or accept the touch, etc.

I did try to copy the OpenlifeGrid standalone system opensim.ini 
settings and they all look the same.

Again I assume we just need advice on the settings to choose to 
enable scripts and make them work in a suitable default fashion?
