if tcp connection cannot be established to gw, i would like failure
route to be executed in the same way as when there is no response from
the gw.

if i remember correctly, internal 408 does call failure route, but
tcp connect error does not.  this is very bad and greatly complicates
the script and is impossible to handle in 1.4.

i agree, but then again failure route would need to be called.
