I use openpkg installed at ~/.openpkg for things like noweb (requires icon).

$ openpkg build icon | sh
[...]
mkdir <>/.openpkg/RPM/TMP/icon-9.4.3-20080101-buildroot/export/home/gwhite/.openpkg
mkdir: Failed to make directory
"<>/.openpkg/RPM/TMP/icon-9.4.3-20080101-buildroot/<>/.openpkg";
No such file or directory

Workaround:

put a shell script called "mkdir" in ~/.openpkg/bin that contains
"exec /usr/bin/mkdir -p "" ".   The build runs.
