It's an Xfree86 problem under RH. From my experience, as you quoted but 
forgot to attribute, the problem appears to be in how XFree stores the 
parameters. You set them but they are not updated universally even after 
a reboot. The trick seems to be to do the setup twice and do keep a copy 
of and XF86Config that works.
