For the latest snapshot, the user is free to replace different version of
libusb-1.0.dll if they encounter issues with libusb under Windows.

Right now we are short of Windows maintainers in the libusb project
and the issue fixes can be a bit slow. It will take some time for
libusb-1.0.25 to be released.
