Sorry, for the confusion.  I believe I have fixed my entire issue.

Services were not starting from postrgre, I had to go to them individually to start.  \
Then ran cmd and things started the way they should.  I am now able to view in \
browser.

You didn't provide much to let us help you, so what do you expect? It's like "I have \
a car from xxx and it's not running". Do you have fuel? Did you turn the key? Are the \
weels still there? Is the motor still there?

Look out for the log files, there should be some warnings or errors there.
If not - we need much more details about what you did and what you checked already.
