same happened with me with 1.8.2 version you have to uninstall all postgre and
openNMS and delete directories from installation folders, then reinstall postgre
add language bug, and install opennms 1.81 stable version hopefully it will be
installed.

Thanks for the input.
I have downloaded the version you provided and tried the same. Still i am
getting the jicmp.dll file missing problem.
Please find the log attached with this mail.
I am getting the failure notice in step 9[postgres data base installation while
installing OpenNMS]. After step 8 is successfully completed, i have copied the
jicmp.dll from <OpenNMS>/lib folder to all the folders that it is trying. Still
i didn't see any luck.
I am using operating system "Windows 7" , 64 bit system. Java version is
"jdk1.6.0_21".
