OpenNMS 1.2.x is compiled against rrdtool 1.0, not 1.2. You *can*  
compile it against 1.2 if you want, but the easiest thing is to  
install rrdtool 1.0. If you search the archives, I believe you can  
make a symlink and get it to work.

P.S. We just committed code to trunk that removes jrrd from the main  
OpenNMS build to get rid of this problem.
