The easiest way to do this is to use RPMForge, try the following:
# wget
http://dag.wieers.com/packages/rpmforge-release/rpmforge-release-0.3.6-1.el4
.rf.i386.rpm
# rpm -Uvh rpmforge*
Then
# yum -y install rrdtool
If you don't wish to keep RPMForge, you can uninstall it. I would actually
suggest doing so if this is a production box, that you are still getting
your updates directly from the CentOS folks with no risk of picking up some
untested packages from RPMForge.
