Find the PostgreSQL development package (probably postgresql-devel)  
and install it.

You might also need an rrdtool development package, if they keep the  
include files out of the main package, but from what I remember, all  
of the rrdtool bits that I've needed have usually (possibly always)  
been in the main rrdtool package.
