Yes, this is the default behavior.  This happens for 2 reason, a) more efficient and \
less traffic on *most* devices and b) it prevents problems inherent with devices when \
SNMP indices randomly change for I think there is code in there to address that \
problem.

You can change that behavior with setting the following property = true

#org.opennms.netmgt.collectd.SnmpCollector.limitCollectionToInstances=false
org.opennms.netmgt.collectd.SnmpCollector.limitCollectionToInstances=true
