Michael,

an off-the-shelf DL380 can easily monitor up to 100k Devices if it's only
pinging..probably more.

With 1MIO devices you need to think about bandwidth as well (icmp can get
lost..)..

It makes a big difference whether you only want to check for availability OR
create graphs OR want to do data collection. You need to answer these
questions first before you can go ahead.

 Depending on what you want to do ("what exactly do you mean with
monitoring?") creating a distributed system can be easy or difficult.
