I created groups via editing the file in VI. It has been several months
but I think it was simply adding groups to the groups.xml file and
following the format for the existing groups. I could then assign users to
the new groups via the GUI.

I was wondering if any of the upcoming versions of OpenNMS will allow the
option to add and remove groups of your choice. I would like to be able to
create my own groups and assign people to them. Thanks in advance for any
response.
